Construction plays a vital role in economic growth and development, but it is also important in terms of satisfying basic physical and social needs, the first of which is shelter. However this sector is consuming a considerable amount of energy (US Buildings Account for 40% of Energy and Materials Use)[1]. On the other hand buildings are contributing activity in environmental pollution, due to the great dependence on conventional machines, material industry and transportation, in addition to the large quantity of wastes produced from the construction of building s, structures and infrastructures. A framework for the sustainable construction was created by the Agenda 21.
The main goal of the paper is to make an assessment of the current building practices concerning energy and resources. It also sheds light on the agenda 21 for sustainable construction in the developing countries, and finally applying the agenda 21 model to adapt the sustainable building through the whole life cycle within the Palestinian context. The model focuses on creating new value system enablers that is supported by technological and intuitional enablers in order to address the sustainable construction process.
